Regardless of the pass type or arm speed the ball moves to slow overall.

if the arm speed is increased, then it would most likely fix it. its the only thing they can do really. that would make the game perfect. but only a little faster. maybe the arm speed of normal speed level, and the slow speed level for everything else. they just need to mess with it a little, till they get a sweet spot.
