Yea, its the same problem that human users have with throwing to the outside recievers. Its somewhat difficult to complete quick outs(it IS possible though) and what have you, and the CPU has the same problems.

I played against T Owens and I think he caught one or two passes the entire game, lol.

Throwing to the inside has pretty much always been easier in Madden. It's a combination of the playbooks generally having better routes for inside recievers, and the cpu not using the correct personnel against spread type offenses.
