There are 2 formulas per position. Category "A" players tend to get ratings about 90-95% of what they were in NCAA, Category "B" players get around 80-89% of their NCAA ratings.
Category A players are players who meet certain criteria for the position... for example, a QB would have to have, say, a 90 THP, be at least 6 foot 2, weight 200, etc.. (I don't know what the actual numbers are, just a for instance). Anyone who doesn't meet the "NFL Optimum" criteria fall into category B, and thus don't get as good of ratings.
Each category (SPD, AGI, AWR, etc) has it's own percentage. So speed might drop 5% at most for most players, but THA or AWR could drop significantly.
Also, it re-runs the rerate each time the draft class is loaded, so a given draft class is never quite the same.

Interesting. So these percentages don't apply to the OVR rating, right? I've tried importing a few draft classes with a specific focus on Eric Berry and a few CBs. Berry has come in as a 61, and he's come in as an 85 (I altered his ratings to make him even better in NCAA).
For CBs, I've seen Lindley for Kentucky and Verner for UCLA both consitently come in between 55-62 OVR. I increased their NCAA ratings significantly before importing, but it hasn't helped much.
So are their certain ratings that mean more for these guys?
