yes you can download it as soon as it is on there. Playstation updates somewhere between Tuesday afternoons and Tuesday evenings.

I pretty sure it will be sometime tomorrow afternoon since Sony does their updates in the afternoon while Microsoft does their updates in the early morning hours.
