Edit: Title should say "Playcalling," not Playmaking.

There is not gameflow situation for "down 2 scores with 5 minutes left." Or "down 1 touchdown with 2:15 left."

The AI obviously picks the their plays the same way as gameflow, and that's where the problem lies. That's why we see so many stupid calls by the CPU.

I agree, but it's actually more game planning than gameflow.
You simply can't have a good play calling if game planning only takes a little more than 20 situations into account.

I also think the game is designed for 5 minutes quarters. Therefore the CPU goes into panic mode once the 4th quarter is reached, even if there are still 14 minutes left.
