Need some help with OF coach contract idea

I got a Online Franchise and have a good 32 coaches of those 17 have their team. So to be fair to the other 15..I want to set up yearly coach goals or contracts.

The idea is to somehow rate all 32 teams and set a 1 year performance goal.

Coaches that meet or exceed the goal can stick with their team or choose to enter a team draft at end season.

Coaches that fail to meet their goal lose their team and are put in the team draft based on performance.

This would give everyone a shot to play with their team. It also gives a incentive to those playing with teams that aren't very good.

My problem is I cant think of a good idea/formula to rate and give performance goals.

I know that the goal for Seahawks coach would be much easier to attain than the goal for the Patriots coach.

We are 2 weeks from the end of regular season and teams records would be factored into the formula somehow.

Anyways just searching for good ideas to do this. Any thoughts would be appreciated.
