Let us create a team from scratch, and actually make logos and what not, let us choose from a pool of free agents, and get first draft pick and add a team to franchise.

Madden 2002 (2001 season) had this with the Texans. After year 1 was over the Texans came into the league and there was an expansion draft.

You can sort of do this if you do a fantasy draft and pick all scrubs with 1 year left on their contract. You'll end up with the #1 pick and an empty roster.
