well it goes down to the fact that the cpu can see all 4 or 5 of its recievers at the same time. Whereas in real life, or a human controlling the QB in a video game, have to look at 1 target and if he's not open, go to the next. And you really dont have time to look at each reciever before you're sacked.
The cpu on the other hand, can spot any of his recievers. And will throw to the most eligible every time. He can see a RB running a flat route and see a WR running a straight out route on the other side of the field at the same time.
basically what I'm saying is the only reason why the cpu throws long balls even when thier real life counterpart does'nt, means that he's simply throwing to the most open riecever despite whos his primary. And that goes down to exactly what you said, the play design. Most of the plays have at lease on WR going down field and if he's open, he'll throw it to him.
