question about udfa

my question is if any of you have noticed if they will release a low rated udfa when there starter gets hurt. i'm asking because i'm currently in my 2nd season of a franchise and after reading about this yesterday went and checked my cpu team rosters and they had a ton of udfa's. but i usually look at the other teams roster in game while i play them to see where holes are to exploit. what i've noticed is no team is ever using these guys against me, or they always have decent players. i havn't seen a guy with lower than 70 rating on a team i play. i also want to point out that this is a fantasy draft franchise. i wanted to point this out because i noticed that teams picked up all the high rated fa in the draft. by the time i went and looked at the fa list on my 1st season, don't remember witch game it was, there was no one over 75ovl. there was a lot of lower, A potential rookies on the list. after every game when you sim you will see it say "said" team improving roster so i was wondering if the cpu cuts these guys for those fa if the starter goes down
