The link above is to a video where they show it being done against the Panthers on a deep ball where he was wide open. It was set up just to get the achievement from the looks of it.

I can't find it now, but I read a post a few minutes ago that said turning off the salary cap will get the CPU teams to re-sign more players. Not a complete fix, but maybe the lesser of two evils for some.
