Progression of a average player

Why can a average player from what, I have heard max out at c that makes no sense. Players like Foster from Houston was avg in Tennessee in college bounced around and made the most of it. Many players that are great players in the NFL were never drafted or late rounds! That being said, one season should not make the player A give them a way to improve why stop a player progression. Finding a player developing him is what sports is all about usually it's about the coaches system and playing time. Given that a player can beyond a C for me that makes no sense there has to be other with on this. I know EA did a lot but why handicap a player at a certain level some are 2-3 year good players and fall off needs to be more in progression
