Resign players set to CPU not working?

I am trying to control all teams so I can have a normal draft, but the CPU isnt resigning anybody and its driving me nuts even though resign players is set to CPU...I really dont want to go through and resign who I think each team should resign....anyone seen this?

Nobody else has had this issue?

Could it have something to do with controlling 1 team from the start and then selected all 32 teams in the off season?

Definitely an issue, if you want teams to sign anyone under 80 OVR or under 28 years old you have to do it yourself.

They will basically only resign the best of the best players, very similar to the preseason CPU cut logic (which you also have to control yourself for the same reason).

I assumed the same thing the first time, and then sighed, and did all the signings by hand - which took forever of course.

They arent even resigning good young talent....no one gets resigned.
