Explain scouting to me please...

Came late to the Madden 12 party. Started up a franchise with my Packers. At the beginning of the season I scout my 15 players and was under the impression those were the 15 guys I got to scout all season. Week three I'm playing around with it and I notice that I can check boxes for 15 new players. So I'm like, oh cool, I can scout 15 new guys every week. Week 4 I go back to scouting and I can't check any boxes. Can you only scout like every three weeks? Am I missing something? Can somebody make this clear to me?

You can scout once every 3 weeks I believe (I haven't played in awhile so the exact number is escaping me), and in each scouting stage (regular season, combine, individual workout, etc.) you unlock different ratings for players (there's a guide on this site somewhere, I can try to find the link for you)

You can scout week 1, 5, 9, 13, and 17...
