i know timing meant it didnt happen last year. apologies if im wrong on detail (im english!). new cba 90% minimum of CAP must be spent? Rookie deals are directly related to when drafted? maximum amount of CAP space for all rookies drafted?

unless you are more options in deal negotiation this will be hard if they implement.
