The problem with PI is that a CPU controlled defender who is actively covering a receiver seems to be completely unable to trigger a PI penalty. So the only way for a PI to occur is if you either user a defender and let him run into a designated receiver after the ball is thrown, or for a CPU controlled defender who isn't actually designed to cover that receiver to run into him. The easiest way to provoke that and where I have most often seen it is to use crossing routes over the middle, and if the D is in man, throw the ball right before the receivers cross their path, if you're lucky, the intended receiver will run into the defender covering the crossing route going in the other direction and draw the penalty.
It's not like the penalty isn't in the game, the circumstances for it to happen is just so unlikely that the sliders won't help. It's even possible to draw an offensive PI though I've seen it only once and can't really say how exactly that happens.
