Madden 13: To Salary Cap or No Salary Cap!?

I don't have the link to it, but Josh said that the CPU will follow the Cap rules even with it turned off. So turning it off gives a huge advantage to the User personnel wise.

I don't really see salary cap as an issue even when it was on. Even after signing McFadden (5 mil), Graham (10 mil), Vontae Davis (5 mil) and some other big names, I still have about 10 mil in cap space.
