Question about progression frequency (bug?)

So I have my progression set in my CCM for 4 weeks, however the option to progress is still popping up on my checklist weekly.

Anyone know why this is happening? Is it a bug, or something else?

when you set the progression frequency it is only for the CPU. you can still progress your player/players anytime they have enough xp. so for you the cpu will save up xp and use it every 4 weeks.
