i know they have it where you can have a throwback jersey with modern day pants. but i think it was in 09 or 10 where you can actually create your own jersey with different colors and pants for your team.

That was back when you could actually move the team, make your new stadium, and rename/logo them. We lost all of that because

Because its going to be "new" next year.

You can still do custom Unis...its in the main menu under My Madden and I believe under "creation center". I dont know if they transfer to CCM as I havent done it.
