I only have GC and I was wondering if I could get updated rosters for the GC version of the game. I would be willing to buy an AR if I could get them. Does anyone know if they are around anywhere.

No.

At this point there is no way to get files from a PC to a GameCube. The Action Replay for the GameCube is a completely different thing. The best you could do would be to find someone who has updated the rosters themselves - perhaps you could mail them a memory card, and they could copy it.
