So is madden 25 worth buying two times?

For those of us who are going to get the PS4 on launch date, I know that the xbox one has an upgrade program via through gamestop but as far as I'm aware PS4 doesn't have anything like that.

I'd hate to pay $120 for the same game, just on a different console, what are the odds EA improves madden 25 for next gen or will it be exactly the same? I'm sitting here debating on Whether or not I should go out and buy madden right now or wait a couple months while saving money.

At the end of the day, it's up to you. No one's forcing you to buy the game (unless you have some demanding friends, I've been there before).

If you're concerned about the price, rent the game or even do so multiple times. That way, you can play it as much as you want as long as it's available from your local Redbox or video store and it'll end up being less expensive than buying the game at full price. That's what I'm doing and I don't plan to actually buy the game until next-gen, if it turns out all right that is.
