I started an offline franchise as owner of the Dolphins. I set relocation to OFF so there aren't a bunch of CPU teams moving around. I went in to the stadium section and the rebuild stadium option isn't available. Do I have to set relocation to ON even if I just want to rebuild the Dolphins stadium?

I believe you can only choose to relocate or rebuild in the preseason. Not completely sure though.

I had relocation turned off and was able to build a new stadium with the vikings in week 1 of the preseason.
