How do I view what players other teams use the franchise tag on? How do I make that player an offer and what would I have to give up?

You can't make any offers to players that are franchise-tagged in Madden 25.

Receiving the Franchise Tag in Madden 25 is always the "exclusive rights" version of the tag, meaning no other team can negotiate with that player, and that player's salary is fully guaranteed.

You can see which players other teams have franchise tagged by going to the "Transaction Log" or whatever it's called during the part of the post-season where all the teams get their final chance to resign their players. That's when most of the CPU teams apply the franchise tag if they're going to do so.
