Does the level of the scout and/or trainer really matter all that much (aside from not being allowed to be higher than the H.C.)

Example: Three trainers all with REGRESSION: GOOD, are levels 28, 26, and 22.

Is there any statistical difference between those trainers?

For Scouts - other than what the specific rating they assist in on SCOUTING POINTS, does it really matter what "level" they are???

The levels might help keep fans happy other than that I'm not sure
