Who are some good young OLB that already have star dev? There are very few good young DE so I wanna groom a young OLB and move him over to DE

Not sure which ones have star development, but both Brian Orakpo and Ryan Kerrigan have Quick development on the Skins. Kerrigan is the younger of the two but both are above 95 OVR in my franchise in year 2.
