Personally though I'd like to set the clock myself to always go down to atleast 15 so it'd often go to 1 before the snap.
They turn it off in the last 2 min of each half because if you are behind by a TD, and you go to the playcall screen and pick a play, you obviously don't want to lose 20 seconds of your comeback drive bhecause you want to call the play as fast as possible.
