No. I'm on 360, but every outdoor game I play has serious winds that affect the kicking game. Not much randomness.

I've had some rather strange weather when set to random. A blizzard in San Francisco and Miami. It most often sets to cloudy but it does get random results every once in a while.

Nope. I always get cloudy, windy, or clear weather if I choose random. I don't recall ever getting rain or snow in franchise mode on any Madden. Come to think of it, I'm actually a little disappointed now.
