10 Year Sim Progression issue?

So, me and a couple of guys wanted to run an online connected franchise together but sim the first 10 seasons before starting. I did it three different times and every time (after the 10 seasons) the league is full of stud QBs. I mean, it seems 90% of the teams have 90+ rated QBs and there are roughly 8 or so 99 rated guys. And some teams are stacked with REALLY good QBs. I've only looked at QBs, but I assume this might be the case at other positions as well.

Is this some sort of progression issue? Has anyone else run into this and, if so, is there a way to fix it?

This has always been an issue in madden. In the past, every team would achieve a 93+ rating within 10 years. This year I've noticed that has been eliminated, but some individual positions are off the charts.
