Normally, in the real NFL, with all the time it takes to do a huddle, call the play, and then return to the line the ball is snapped with about 5 secs left on the clock. In the game world, it only takes a few secs to do all of those things so you end up with 20+ secs left on the clock which adds 15+ secs or so per play that you wouldn't really have available to you in the NFL. Thus in a game with no accelerated clock, you would run many, many more plays than are actually normal for a 15 min quarter.
In order to make this more realistic, Madden has an accelerated clock which causes the play clock to automatically spin down to 20 secs as you approach the LOS, giving you the time to make reads and adjustments, but also making it more realistic in that the ball is usually snapped at about the 5 sec mark. This has the function of creating games that are a lot more realistic.
In Madden, if you skip through all the cut scenes and clips, but use the accelerated clock, you can set the quarters to about 12 mins and come out with realistic results. In other games, to approximate the appropriate number of plays you would have to cut the time down to like 7 or 8 min quarters. Cutting the game time down also somewhat limits the strategy of the game and leads to a more pass-happy offense because there is not the time available to properly set up your running game.
The bottom line is that the accelerated clock gives sim players the ability to use the strategy of real football and still achieve realistic results that are not possible without the accelerated clock.
