They definitely can be converted over to M13 with the editor. I did that last night when SEC uploaded his file of 8 teams. You need to first open the M12 file, then go to copy to select. I played a couple of games and noticed a significant difference. Although what sliders to use I am still unsure.

You would have to import the completed roster when starting a new offline CCM. Make sure its called "Custom". Not entirely sure if there will be freezes though.

I've been lurking on this thread for a while, so I hope this summary of the last 8 pages clears up some recurring questions (someone please correct me if I'm wrong here):

The OP has discovered that the programming in Madden 12 is actually brilliant and can result in more realistic and engaging gameplay, the likes of which the football gamer community has been clamoring for on current-gen systems. However, the rating system hides this brilliance because it makes the game play like an arcade game (rather than as a simulation of actual NFL football). The OP is thus re-rating every team to take advantage of this hidden brilliance within Madden 12. Madden 13 does not feature the same excellent programming as Madden 12. Some implications:

1) You can use these rating in Madden 13 but you're not going to get the same experience, so you're probably better off using other rosters.
2) Using these rosters for either a franchise (M12) or connected career (M13) probably won't give you a great experience because a) rookie classes will be generated based on the pre-existing Madden rating logic and b) player progression will likely throw existing players back into arcade superhero territory.
3) From what I've read in this thread, if you want the best football simulation to date on current-gen consoles, shelf or sell Madden 13 and purchase Madden 12 for $20 and use these rosters.

Is there anything we can do to alter progression during franchise and if I'm not mistaken some incredible draft classes have been created for use in Madden 12. If you remember you could still import from NCAA for M12!

I would think that each draft class would have to be rated to match the overall system used by the OP. I don't know anything about the hex-editor, but I wonder if every player's POT rating was made C or lower if that would restrict progression sufficiently? I never keep players with low POT so I don't know if they progress negatively or not...

Tad, your point is a valid one. From what I have been able to tell, based on what I have seen with the CPU generated draft classes, is that they are generally rated low. So, it is very possible the majority of the draft class ratings will be compatible. However, I won't know for sure until I finish the FBG re-rates and simulate the season.

This is a fairly correct summary of what is taking place within this thread, however, I would like to clear up two of the points made in this post.

1. While you are exactly correct in saying that the re-rates do change the game play significantly, I was not the one who made the discovery. That credit belongs to DCEBB at FBGratings.com and his team. Without their brilliant efforts, none of this would be possible. I am simply the guy who made the decision to implement their rating system into the game, and provide the re-rated rosters to the community. That is my only contribution.

2. I believe DCEBB and his team intended Madden 13 as the game of choice for the re-rates. They were created for it. I chose Madden 12 as my platform of choice, because it is my opinion, Madden 12 is the better game. Anyone who has the know how to export this roster to 13, may do so. I believe it has been said many times that this is an easy thing to do. I am sure the ratings will provide great results there as well.

All of this, I am sure, can be verified at a later date, after the re-rates are complete. The 9th of 32 teams will be completed tonight.
