Does anyone have a spreadsheet (or Word doc.) of the historical rosters for Madden 2004, or know of any links that may contain the rosters? I checked gamefaq.com and I did not see any historical rosters on that site.

Here is the final update for 2004 PC in .csv form. (December 2003)
Not sure what you mean by 'historic'. If you mean the old-time teams, they're included. There are almost 11,000 players in the spreadsheet.
If all you're looking for is the 2003 team rosters, you'll most likely need to clear out the historic teams to make this usable.
