Not 100% sure but I believe you can only build a stadium if you relocate

I thought they added in being able to restructure or create a new stadium without relocating this year...maybe not, I don't have the game yet =(

You must be the only man in this world that hates dome. But other than that, I only use my NY Giants so I always get weather.
