Okay, that's a bit of an exaggeration. But it seems to me that the CPU QB would rather throw up a wobbly floater as he's being hit, or worse, just toss it at a defender as he's about to be sacked. This not only results in very low sack numbers, but very high INT numbers as well. I've noticed this to be more of a problem with top QBs like Peyton, Brady, and Brees...I've never sacked any of them and routinely get 3-4 INTs per game against them. It's less of a problem with crappy QBs like Jamarcus Russell and Trent Edwards, who seem to be more willing to go down under pressure.
