Any way to stop dumb FA pick ups by the CPU?

It's week three in my first offline CCM season and the Browns starting qb is Garrard and starting WR is Plaxico, wtf, no injuries to starters to anything either.

I am using the latest unedited CCM official update.

Edit the players so they are not better then the current starters for those teams. They will always pick them up because they are better and they can afford them. There is no owner AI as there is no owner mode saying that they shouldn't spend money for a worthless upgrade to do it.
