A few rookies off the top of my head.

    QB Kellen Moore
    WR Nick Toon
    TE Coby Fleener

Also if you go to WR in the FA, they're are a few rookie/young recievers with 80+ catch and 90+ speed for like less than 1m.

As a general rule, any player with high speed is gonna be good-great in Madden. Like any WR or RB with 95+ speed, you will do well with. Same with DBs. And LBs with 90+ will be pretty good. These players are good to start with because speed and acceleration cost a lot of xp to upgrade, but if those attributes start high and they have raw athleticism, you can just increase fundamental stats like catching, juking, zone coverage etc. depending on position, and you can turn them into beasts.

Demarcus Van**** CB Will be high 60's, low 70's depending on scheme. 98 speed. Very athletic kid.

Brock Osweiler QB Low 70's. Most accurate QB that isn't an NFL starter (and more accurate than some starters) 96 THP. His overall is low because of very low AWR. If you are using him yourself, the AWR won't matter. He's really tall, has a big and arm and he can throw the football.

Greg Childs WR 70 OVR. Built like a TE, 93 SPD. Decent hands.

Bruce Irvin 75 OVR. Well he was listed as a 75 but with position scheme set as speed rusher, he becomes an 89. Now thats a sleeper!

Universally, Bruce Irvin is agreed as a beast on CCM. Demarcus is equally talented and as the Steelers he was my number 1 sacker on the team, keep in mind he's a corner back, and forced a fumble almost ever game. He had 2 picks over 5 games. I'm going to look into Brock Oseweiler, sounds interesting and as the Browns, I need a quarterback.

Sam Shields; In my online CCM on all-madden, he has 4 picks through 2 games. 98 speed and if you upgrade his catch he's amazing.

                Titans-

OLB Zack Brown- Very fast with excellent coverage skills for a LB.
CB Coty Sensabaugh- 95+ spd/acc/etc, but raw coverage skills.
DT Karl Klug- I dunno why, but he's always been a beast for me.

QB Mallet from Pats I would say. 98 THP, one of the most expensive QB attributes to raise, and also 80's in TAS and TAM I think. Should be able to make him one of the best user controlled QBs within 1-2 seasons

RE Bailey and DT Poe from Chiefs are great big sized pass rushers in 3-4. They have great physical attributes (not only STR, also ACC and SPD), and mid-high 80s power moves. Think main reasons for low OVR are very low PRC and AWR

In reality, he is terrible...In the game, Taiwan Jones the backup RB for the Raiders is a speed demon and perfect backup RB.

98 speed/agi/acc or close to it.

I really like Troy Smith, if you need an alternative to Tyrod Pryor, Tim Tebow, Russell Wilson or Michael Vick even, he's your man. Free agent, fast and good accuracy, short passes, perfect for West Coast.

                        2 wrs

Browns Josh Gordon 74..... hes not blazing fast 91 speed but he catches anything u throw him and has made amazing catches and always seems to get open.

Browns Travis Benjamin 66 overall but has blazing fast speed 96 and like gordon has always found his way behind the others defenses... also hes a great kr/pr so u get a double weapon.

Cody Pearcy. UDFA, high 90s speed, he's probably too undersized to play in the NFL in real life, but boy this guy is fast, I always sign him as a returner and to run go routes from 4 or 5 wide sets, he can outrun anyone but the fastest corners in man-to-man.

Colin Kaepernick - He starts in my CCM over Alex Smith. Has 92 TP and 80 something MAC. Can make almost any throw.
