That would make the development ratings absolutely pointless, and in fact, they would be detrimental, because players would be disguised by their overall rating as being better than they actually are.
As the development rating is higher, the player gains XP faster. That's what the rating does.Comment

As tim pointed out, the upgrades are also cheaper. I believe it goes up by 5% for every level.
However, pre-patch, I noticed that if I upgraded someone's development rating, it did nothing to affect the cost of upgrades (not sure how it is post-patch). That's why I don't bother upgrading their development rating anymore. In my experiences, unless the player already has a higher development rating, it doesn't do anything.Comment

in addition to the pkgs costing less, i always figured the development rating played some part in the eventual decline of the player. the higher the rating, the slower he declines. keeping him relevant longer.
hoping so anyway, thats mostly why i upgrade the development of the players i want to keep long term.Comment
