Yes. If you want your player to wear sleeves every game, apply the long sleeves and lower toughness to less than 88. Sleeves have to be applied. The only time the weather comes into play is when sleeves are not applied to a player and the game temp is very cold, then the player who has no sleeves applied will be wearing white sleeves for the game.

What if you want them NOT to wear sleeves? Say I'm playing CFM and I draft one of the roookies with the white sleeve glitch... can I upgrade their toughness to 92+ and will this take the sleeves away (unless weather is cold)?

That's a good question. I'm still on my first season of my franchise and what I've done is this. I made myself as the Bears QB, I made my toughness 88 and applied white sleeves, and my QB wears them in every game. I'm going to be importing my draft classes from NCAA. This white sleeve glitch, is it Madden classes or NCAA classes that have the glitch? I guess it doesn't matter one way or the other, the question is can you adjust their toughness? Matt Forte for example has no sleeves attached in my franchise, but wears white sleeves in cold weather games. If you can adjust the toughness rating on a rookie, my suggestion would be to make their rating that of Forte or someone on your team that only wears them in the cold.
