Are Core Moves overwritten by lower level cards?

Let’s say I have an elite fighter with a Level 4 Armbar. If I equip my Level 2 Armbar, it says Level two in the move overview. Does that mean I essentially lowered that moves capability?

Yes, equipping a Level 2 Armbar instead of a Level 4 Armbar would lower the move's capability. The Level 2 version will have reduced effectiveness compared to the Level 4 version, impacting your fighter's performance in that move.
