It definately affects the CPU. I raised it thinking I was going to get more stamina from the CPU starter, and he went out after only 50 pitches and no runs, sent it the other way and he stayed in well after 100 pitches (I have the CPU pitching strike slider set at 0 and am very patient).
Can't speak for sure about the human pitcher, but I imagine it is the same.Comment

You are probably just swinging too much. Check the Team Stats in the Game Stats menu and see how many pitches you are forcing them to throw. Almost everyone throws a lot more then the CPU so the fatigue is a little suspect.
45 seems to be a happy medium, but you still need to take pitches.My claim to fame? I started the most popular thread of all time on OS:
