Couple of questions about Franchise Mode????

I can't find:

How do you schedule promotions? There was a link form the marketing menu last year and I can't find it now.

Also, how do you allocate funds for training/development like you could last year?

These two things are frustrating me right now because I can't find them. Excuse my ignorance and please help.

I don't think promotions are in this year, I sure can't find the option.
