Type A and B compensation question

I have Chad Billingsley as a Type A free agent. I do not intend to resign him and I do not want to offer him arbitration because then he might accept and then I'd be stuck with him (I how I can just trade him if he accepts, but I'd rather not).

My question is, if I do not offer him arbitration by the arbitration date (Nov. 23rd I think) and he accepts an offer before then, do I receive the supplemental pick still?

you need to offer arb. if u want draft picks from another team

This is correct.

Speaking of supplemental draft picks, are the new rules in for '12 concerning Type-A FAs?

Ok so if I offer him arbitration and he accepts, would I have to wait until the hearing is over and he has a contract to trade him? Or could I trade him before the hearing?

Yes.
The game doesn't recognize that you really still have control over the player. The same went with players with contract renewable status in the off season. It's something that isn't working in the game right. They are aware and hopefully can fix it.

The question has been answered, but aside from that have you guys checked out the new free agent rules beginning next off season in MLB?

Whole new ballgame, pardon the pun. For example Edwin Jackson, who the Cardinals acquired during the season and who recently signed with the Nationals, will get the Cardinals a sandwich pick this year. With the new rules beginning next year the Cardinals would not get a pick because they traded for him during the season.

Each team has a pool of money for signing draft picks and there are strict penalties for exceeding that.

In order for a team to get compensation they must offer the departing player at least the average of the top 125 salaries in MLB, currently $12.5 million.

Sounds like far fewer free agents will result in a compensatory pick.

In the game, you can still get the picks if you don't offer arbitration, which is not how it should work. Also, if you non-tender someone that would be a type A or B then you will also get picks if they sign with someone else. It shouldn't work that way, but it does on the game. Unless of course they fixed this for 12
