what happenns in offseason if you turn this on. do you have to control resigning for all 30 teams??

You can't change that setting during a franchise, it can only be chosen before you start your franchise...
If you recall, I think right after you pick your team theres a settings screen with settings like CPU roster control, DH, Fantasy Draft, Force Trades, etc... -

I don't think he was trying to change the setting during the franchise.. I think they were just asking what would happen in the offseason with it on.
Personally however I don't know the answer to that question.Comment
