Short Answer: Yes

Long answer:
From what i have seen it looks like the scouts will bring back the players when those two stats are amon their highest rating. So if you send a scout out for Power and Contact in the outfield to the international scene then he will return the guys with the highest contact and power from there. though, the best players will most likely come up no matter what you scout since there ratins are higher all around than other players. I usually search for Fielding and power for postiion players and velocity for SP, and movement for RP, CP can be anyhting as long as i like pitching with them.

EDIT: almost forgot. The scout ratin does come into play, so be wary of that. A poor scout is unlikely to braing back the guys you want.
