No internet - Can I use offline roster from USB?

Just moved into new house; no internet or WiFi; was able to get roster on USB from a buddy; tried unsuccessfully to copy to system storage due to no connection... And that's where I am. Am I out of luck on getting the roster or is there something I'm not doing correctly?

Did your buddy save the roster from ps3/ps4 to usb or did he download the ps4 roster from the link and then saved it to the usb? I had my buddy download the file onto the usb off the link but when I plug it in and try to retrieve it on my ps4, it says "no saved data" on the usb. Been trying to figure out how to get these rosters on my ps4 as well since Im w/o internet till next week.

It's from the link posted on here. I'm not sure I've gotten to the "no data" step. When I try to access the USB storage device the PS4 tries to connect before proceeding, which without internet gets me nowhere

I'm brand new to the PS4

I had the same problem.

After troubleshooting with Sony, apparently you need to log into your PSN at least ONE TIME before utilizing some of the system's features.

In my case that was USB save file transfer stuff.

Even when I get it to read from the usb. The system said can not load due to being saved from another user or something like that. So I ended up dragging mine up to work and connecting to the internet from here.
