I am going to be starting a 2007 cubbies alternative baseball history, I doing the franchise like with what they did in real life in 07, so my question is when it comes to the draft how would I go about rating the drafted rookies like David Price so is that thread for a program or an app that all roster makers use

Rating draftees is difficult, because ratings are based on stats, and draftees tend not to have a lot of those.

However, because you're doing a historical sim, you could use 07-08 minor league numbers for ratings, and tie potential to actual results. I haven't seen formulas or guidelines for potential, though.
