Want to create team with fa players

I'm trying to create a team with free agent players only. Legend players.
But when I start the season in my franchise the cpu will always release many players on waivers. I don't have any setting to allow the cpu to do this.

How do I create my team so the cpu will not touch it? And I'd like to start the season with all players with multi year contraces.
