Question about Roster Sets

I have noticed a lot of the most popular "full minors" roster sets in the vault don't have the full 40-man rosters, I.E. only the starting 25 are on the 40- man which leaves 15 empty spots per team.

I am OK with this BTW.

Now onto my question......

If I decide to start a franchise with one of these sets, will the cpu automatically select 15 players from each team to fill up the 40-man roster or will these cpu teams play Spring Training and the regular season with that many empty spots on their 40-man?

In my experience, the CPU will add players to the 40-man throughout the season as needed.
