I did a little research. It’s definitely coming out today. Sony tweeted about it from their tips account.

I'm looking forward to the roster update but I just started my Franchise last night (after restarting it 4 times while testing different options) and I won't restart again!
I hope at least. If these added players don't have face scan, then I'll update their attributes with SCEA's.
Either way, looking forward to it. Hopefully it's released later on today.
