pickoff accuracy determined by pitch control?

I'm playing on Legend and the last 10+ pickoffs in a row I've done have all been wild. Throw accuracy is set to default so the only cause I can figure is that pitch control at 0 is what's causing these crazy results. I'm playing a franchise exclusively with player lock right now if that adds anything helpful.
