It was the culture of baseball for a significant period of time. Would baseball have even put a stop to it if Congress hadn't intervened?

Respectfully disagree. It's not wrong to keep them out. You need to let Pete and Shoeless Joe in with their pure talent, before those steroid frauds. And I was a huge BIG MAC fan.
