Not for me, but likely our settings are different. However my point is that the count shouldn't always HAVE TO go full. Take for instance the following scenario:
It's early in the game, say 3rd inning. It's a close game, maybe a tie or a one or two run deficit either way. Man on second, one out. Jose Bautista is up (I bat him 4th) with Adam Lind or Brett Lawrie on deck (depending on the pitcher's handedness). The pitcher is likely going to pitch around him or at least pitch him VERY CAREFULLY, especially if he's not an ace, usually resulting in a four or maybe five pitch walk. I cannot for the life of me ever remember this happening in The Show, which is annoying because it takes realism away from the game. I can totally understand if Encarnacion is hitting behind Bautista, then by all means go after Jose. But he isn't. I've almost reached the point where I'm going to switch controllers and just walk the guy myself!
I've tried a lot of different slider settings, mainly on All Star. I've even tried default Legend on which CPU actually does pitch more life-like, but I find that on Legend the user's power is severely zapped resulting in way too many weak hits. All Star seems to have the best balance between the user and CPU. Maybe I'm wrong though. I dunno. I like my sliders where they are for everything else, so it's just this one problem. I shouldn't be averaging 2 or less unintentional walks per game with my swing percentage as low as it is. Sorry for the long azz post. Just frustrated right now!

I concur that there seems to be an abundance of full counts.
Since I'm rtts, I don't have experience with your example, but I do find I get the occasional unintentional intentional pass.
